Southeastern Virginia Training Center is one of five regional facilities for persons with mental retardation operated by the State Department of Mental Health, Mental Retardation and Substance Abuse services. Its mission is to provide habilitative, educational and health services for eligible persons from Planning Districts 17, 18, 20, 21 and 22.

The Southeastern Virginia Training Center subscribes to the philosophy of the "normalization principle" and the importance of programming based on individual needs. The inherent right of every human being to dignity, respect, protection and the right to contribute to his society according to his abilities is recognized and promoted.
